Well first of all it would be launched from a pneumatic gun. The whole idea is that instead of wasting a lot of energy moving the rocket from 0-45mph or so, the engine kicks in then and further accelerates the rocket. This could get it going fairly quickly. You could also try using a two stage setup in which the first stage is the booster.
