Here's a starter kit, isn't the best quality but it does have the basic tools you'd need. I don't know about the ball cutter attachment though. Might have to build that yourself.

Howdy hudd, From my experience with the nerfs I'd shoot for around 80 psi chamber pressure. When you jack up the pressure the stresses on the nerf are pretty tough. At about 140 psi. you'll kill the nerf in 2-3 shots. 120 psi, you're sitting good but you'll see the nerf do some crazy things sometime...

You don't have to trim the fins, you can just fold them inside the barrel. That's true you can. From what I remember nerfs are about 7" (6-15/16" actual from the ones I measured). 2" bulb, due to variation in foam density that size can be a best guess.
