About the only way you're really going to get an idea of muzzle energy is to run it through a chronograph, or if you don't have access to one, shoot into a ballistic pendulum. The latter is very easy to set up; with a mobile phone as camera ad some calculations you can get some very accurate results...

For hydrotesting, cheap hand actuated grease guns generally go up to about 400 bar, used one for some hydroforming experiments a while back. The hardest bit is fittings, and managing to get a gauge in circuit.

At an average walking speed, it'll probably take you between 3 and five minutes, longer if it's uphill. A spud gun is not an airsoft gun, so I'd say it's extremely unlikely. IANAL, obviously, but given the way things in the UK are going, a spud gun is more likely to get classified by the lads in the penis hats as being an improvised firearm, the sort of thing that could quite feasibly get you 5 years ...
