image size question

Is there a software that can cut pictures, removing what you hate from the picture and leaving what you like. and i don't mean resize.

Adobe Photoshop is great for it, you can even do it in paint. Its called cropping.

You can also use something fancy like GIMP (free) or Photoshop (might as well be free).

Depends on what you you mean by "remove". Cropping, smudging, cutting etc. are all possible to varrying degress in the programs others have posted.

There are much more sophisticated techniques, for example

if you dont have any of those programs, microsoft word has a "crop picture" function (you should have paint if you have a pc)
