As for the QEV valve solution; I've had a look at youtube videos of cannon's utilising these but... simply put, I can't understand them at all.
I'd also direct you at this helpful topic. You want to download and play the attachment called barrelseal.swf (although understanding the other configurations too would be good), as this is the exact same principles commercial QEVs use.
I built a hasty 7-foot-long steel 'rifle' and shot it. It goes through a solid inch of pine! I know this is a childish question, but that kind of force is technically 'lethal' right?
It'd probably be more likely to injure than kill, as it's not massively energetic, but it certainly has the potential to be lethal (and as BTB says, should always be treated with such respect).

Stories of people firing spudguns at each other make the news on occasion, but fortunately most people idiotic enough to try such a thing also don't know how to build properly powerful launchers, so life-changing injuries and fatalities are fairly rare.
Does that thing kinda look like a big cat to you?
