so awhile back i cam across this Link Removed which seems pretty awesome i did a search and the same inventor seems to have made a few newer versions etc anyone know how this thing works i will try and find the patents to see if i can figure it out from that

The link is lost but I presume you're talking about the spyra water gun with that big Kickstarter campaign.

I would look at a water pump like this 12volt RV water pump with a built in 80psi cut off

I've played with these kind of pumps and you can create a garden hose level of spray just using the pump, an 11.1v lipo battery and a bucket

But to get it to pulse you probably need an area with built up pressure like a bladder made of tire tubing or surgical tubing, even a vertical column with pressurized air over water. Then to relieve the bladder a solenoid valve

Honestly I don't know much about the circuits for electric pulsing or the best compact 12v DC voltage powered water solenoids valves, but if you just want a really powerful water gun you can just consider a manually triggered valve even just an electric trigger for the pump.

ok so i guess the IFEX 3000 site is down it was hard for me to find the newest one is called the HPI 1000 i will post some pics and a link to YouTube showing them working to show why its air cannon related for sure as it shoots a small atomized mist of water around 400kph or 248.54MPH and yes it is now being used in some places as a riot control weapon

on the rv pumps i have messed with many of them in ranged from 35-100psi output they have a pressure valve switch that keeps there output line to said pressure and then turning off even when powered i made many backpack sprayers from them they are awesome but this is a little different as you will see in the pics and video link

Oh wow that's very different from what I guessed.
It looks like a regular pneumatic cannon but it lets water in the barrel, it seems like they even aim it up to prevent the water from spilling out between shots.

Besides making a fast opening cannon, put something on the muzzle to help create a vortex would help kinda like you see on airzooka toys, the product you showed constricts air towards the center with the rubber flaps but a rigid cap with a hole could achieve a similar effect.

You could make something operations at PVC pressures but to get the same effect I think you need a few hundred psi
