Somewhere I heard that in a hybrid spark gaps have to be smaller. Is this true? If so why and how much.

they dont have to be. i think it would be more difficult to make somthing with a large gap that can hold a lot of pressure but possible. personally i use a spark that i widened the gap on and it works just fine.

Yes, in fact they do. If you are working on one use a extremely small gap. The comperssed atmosphere makes the spark weaker. You probably didn't notice this reaper because the max you said you used was 20 PSI.

So say you had a stungun with a gap of 15 mm, would you have to decrease the gap to about 5mm?

Read the Wiki.
The length of the spark gap should be roughly inversely proportional to the density of the gas.

So if you had a 4x mixture and your spark gap was normally 12mm it would roughly change to 3mm, and for a 2x mixture it would be roughly 6mm.
