if the neoprene has a rough side and a smooth side, the smooth side should be the one which touches the breech.

didn't check if anyone already asked this (i know, i know...) but what material are muzzle and breech parts, i mean the silver color parts glued to the barrel? also sorry if im posting on some old topic.

Aluminium, but I've had good results simply wrapping masking tape around the barrel and gluing the whole thing with araldite:

800 psi i wouldn't have thought a coax could do that but doesn't it already need a very rigid material for the chamber

It's all about the ratio of diameter to wall thickness. An 80mm brass pipe with 0.5mm walls will bulge like a balloon if you put 800 psi into it, and 8mm brass pìpe with the same wall thickness on the other hand will handle it safely, having a diameter:wall thickness ration ten times higher.

what else than masking tape could be used to make the cap to the end of the chamber

I'm sorry, masking tape is really easy... if that is too much for you then maybe you shouldn't be making it...
