I'm based in the UK and can't find any cement/primer packs, just weld/cement. Does this weld need primer?

for pressure tanks you do need primer, PVC primer is basically acetone and a dye so id get some acetone to use that.

That stuff's not for pressure rated PVC, just things like waste pipe and guttering, you can't usually buy the proper stuff on the street. Are you using pressure rated pipe? If so you should be able to get the correct cement from the same place. In the UK primer is called cleaner and is clear, but largely the same thing as primer.
For a safe cannon you should use proper pressure rated pipe, pressure rated cement (specific for ABS or PVC) and cleaner. this stuff usually has to be bought online in long lengths which is why most UK builders opt for smaller calibre, higher pressure metal cannons.

I'm buying some pressure rated PVC from http://www.koicarp.net/ but they only sell "Pond Friendly" adhesives and don't seem to have the usual type of PVC cement.
It was a very large effort just to find that place which actually sells reasonable lengths of decent pipe as well as all the fittings needed so I don't know where I'm going to find cement and cleaner in this country.
Okay so I've found this stuff, Swell Solvent Cement, which says it is safe for pressure, but again no cleaner/primer. Should I just try find some acetone?

I've used both of these places in the past, Kiowa is quite expensive but you can buy just 1m of pipe at a time, irrigation UK is cheaper for most things.

both sell cement and cleaner, I've use the tangit and effast systems before.

Thanks, I've pieced myself an order together that has 4x the amount of pipe for about £20 more as well as all the cleaner and cement. Should have a cannon in the next month.

Cleaner and primer are definatly not the same thing. I would check on that if I were you...

Maybe not in your corner of the world, but that's not where the poster is from, check the manufacturers page:Cleaner and primer are definatly not the same thing. I would check on that if I were you...

I would say
Optimum partial dissolution to ensure a reliable bond
Ensures safe and reliable bonding in conjunction with Tangit pipe adhesive
Sounds fairly close to what your primer does, in fact there's no such thing as primer in the EU, you use cleaner then cement, read the cement's datasheet if you're interested.Very good dissolution performance

This is so much more expensive than it seems to be in the US, it's coming up towards £100 for the whole thing where as most people call spud guns a "60-70 dollar" project.
Am I doing something wrong?

No. Plastic pipe's just expensive over here, it's only used in industry and for niche applications so you can only generally get it in large quantities, with expensive postage. This isn't necessrily all bad, you have to plan carefully and might as well build big while you're at itAm I doing something wrong?
And I prefer the grey finish of European pipe, not really for double the price though
