With my Monsoon example above, I can shoot well within a 6 inch circle at 150 yards. I think hitting a man sized target at 200 yards is a fair extrapolation, therefore my suggestion would be a roughly one gram projectile with a muzzle velocity in the 800-1000 fps range and around 1/4" diameter.
This produces around 6 ft/lbs on target - not inconsiderable, with a small solid projectile enough to kill a rabbit sized target.
If you had to fire something that was say, four 0.25g airsoft BBs jammed into a length of drinking straw type plastic, you could probably have an acceptable compromise in terms of safety provided you could ensure that there was a minimum range limit that was strictly adhered to, and adequate full face (and groin...) protection was worn at all times.
