What we need is a system where members can flag posts (or threads) as unsuitable (rude/didn't search/dangerous take your pick) and then if the number of people exceeds a certain point it gets deleted automatically or moved to another section where if theres a huge fuss over it mods can move it back. Maybe weight peoples votes by their number of posts so the older memeers could get rid of it faster than say a load of Noobs.
Either way, by having a "reach X posts so you can post here" will just start a load of postwhoring that the mods (quite rightly) won't want to go round deleting.
It would also be a good idea to have another plugin where after a thread is Y days old it gets deleted automatically. There's so many threads on there that are just worthless and take up space in the results section though I can't see anyone wanting ot go round deleting them.
I can't see we'll get this until the new forum software comes though so maybe we should all make a wishlist

Wouldn't a karma point system work pretty well for determining which sections a user could post in?

But that's the thing, they can use the wiki or they could search through the forums which ARE visible to them, but they can't post. Also in their noob section they can post what they want and it could even be un-moderated. You just need a way to seperate the good from the bad, you could do it by hand by over-looking every posting member in it, you could do it by post count, karma system, time etc

I bet if you made the wiki button orange or red and changed it to say "Plans" a lot more people would look at it.
