It is perfectly possible to make a pneumatic water balloon launcher. There would be numerous problems to overcome, but it is always possible. Might just take a little work. Maybe a flow-restriction after you valve and some lubrication in the barrel.

Accurate enough to hit a 2x2 sheet of plywood at 40 yards after a little dialing in. :wink:
