Technically if the silencer is an integral part of the air rifle and there's absolutely no way it can be removed and fitted to a firearm then you should be in the clear.

If I took a air rifle suppressor and suck it on my rifle, it'll explode. Anyway, I'm not building a suppressor. I heard spud guns are loud, but they can't be much louder than my .22LR, right? I use subsonic 22 rounds when shooting near people. They don't hear a thing.
My interest on spud guns began when I couldn't legally buy guns.
Now its because my guns are too loud to legally shoot.

Its not like it was legal to being with, but they don't offer subsonic 7.62x39 or 7.62x54R. They only have subsonic .22 long. Thats no fun stuff doesn't explode.

There are plenty of air rifle suppressors that can take a 22LR round. The way US law is, even if the suppressor explodes, if it reduces the noise by 1dB then it's an illegal suppressor.

Pneumatic spudguns can be surprisingly loud, especially if you're using high pressure, a fast valve, short barrel and large chamber.

Are they louder than a SKS? I might have second thoughts about the whole spud gun thing now... It was originally intended to be quieter way to shoot stuff.

If my barrel is 24 inches long, is that considered short or long? and how high is high, in terms of PSI?

An SKS fires a supersonic bullet so it would be much louder than most spudguns.

24 inches is a reasonable barrel length (assuming you have a small calibre, less that 0.75 inch) and I'd consider high pressure in this case to be anything beyond the 150 psi your average compressor puts out.

What if the sound of the suppressor exploding creates more than 1db, would that negate any evidence put forward?

What if the extra dB is caused by the screams of the involved parties as they pick the fragments of the destroyed suppressor from their flesh :D
