I have been considering this idea for a long time however I keep coming back to the same conclusion, the only way to do it would be to use an electric light weight plane. Using a gas powered one would be just do dangerous if you lose control during a low altitude fly over, you could seriously hurt or kill someone. I think electric is the only way to go to be relatively safe since you have to basically fly at your target to shoot it.
If you want an easy way to aim at your target invest in a cheap wireless video transmitter and attach it to the front of the plane behind a piece of clear fuselage. There not terribly expensive and they would help immensely.

most cameras now are pretty cheap and can use a 9 volt, do you think there is too much weight for a camera and bbs, so far the lightest i think would be a plain bb release hatch activated by a tiny motor like in the pocket RC cars, it should be a small slot that pours bbs slowly so you can fly over the target and form a line of damage over the target. how much do you think a cheap rc plane can carry

I don't really think pouring bb's out of the plane would work to well because there terminal velocity probably isn't very fast so you may not even feel them hit you.
I was planning on doing something similar to this with a paintball grenade bomber, however funds have run short.
I think your best bet would to mount some cheap Fully auto air soft guns to the bottom, say around 3? then just hook the firing mechanism to a single servo which you can activate from your transmitter. A camera would make aiming much easier since you could be conceled in some bush while using a backpack to hold a small monitor, the camera transmitter and a power supply.
If you really wanted to make something cool you could always design your own plane, its more complicated but you could make some kind of slow flying high lift capacity bomber/gun ship.
