If you want to fill from the chamber side, then you have to modify the piston/diaphragm. An easy way to do this is to heat up a pin and poke a hole in the outer edge.
Did you try filling it up from the nipple on the ball valve?

looks right to me. Is the valve stuck perhaps? With no air pressure, can you push the piston back towards the pilot?

Air leak not good, try some thread sealer like Pro dope

Regardless of the pilot valve you chose, the best way to increase performance is to remove the dead space between the pilot valve and the QEV:
