I suggest you keep a tape recorder with a tape of any hold music with occasional "We vaue your call - please wait while you're connected to one of our trained operators" near the phone.
When they ring up, stay calm (you can add in a "Excuse me, one moment while we connect you to the compaints department" first if you like.), then put the phone onto the player for a couple of cycles of the recording (so they know they've just been put on to listen to a tape recorder, and they realise there is no complaints dept.), and then cut them off after a bit. They'll quickly get bored if there's no-one being annoyed (the tape recording shows them no one is listening to get annoyed) - and it's likely you'll not get annoyed because there's nothing to get annoyed at any more.
It's simple psychology. Hanging up the phone in anger is what they want you to do. If they are forced to hang up (without any witty leaving remark that annoy's someone), they feel they've lost. No-one likes losing, so they'll stop.
They're there to waste your time, but if you start wasting theirs with tape recordings they'll stop ringing up, because their motive is to annoy you - and if you're not getting annoyed (you're acting calm, and not even listening - remember?), and their time is being eaten away for no gain, there is no thrill to them.
If your manager complains that you're blocking the line, just tell them that by boring the prank callers, the prank callers will no longer ring up to block the line in future, so it's small losses now for big gains later.
Easy as you like - very simple trick, should stop prank calls easily.
