lol. i live in the middle east as some of you no. my nieghbors dont care. and if they called the police they wouldnt come. IF they did come they would think it was cool.

this may sound stupid nut on that tank how is the pin in the propane tank pushed dpwn so the propane is relased to the first ball_valve.
The really coarse steel wool works great for electrical ignitors. Its cheap, and easy to get. Although you can order NiChrome wire on the internet. But its damn expensive, like $10 for 100 feet, and that wire is freakin thin.
Anyway, heres a site that has very good directions for making electrical ignitors. I use steel wool, but make them like she makes the ones using copper.

You can use steel wool instead of NiChrome wire if you don't feel like scrapping a hair dryer.

The propane meter has a special fitting on it that has a pin to push the valve down to open it.
