i think if anyone posts a link on the forums it should open in a new window. I know w/ HTML all you have to put is target=blank, im not sure how w/ a style sheet tho.

CSS has nothing to do with hyperlink targets. And the user should have total control over how he chooses to open a new link. Target=_blank is evil. Tabbed browsing has been around for years. Look into it.

It usually does, if it does'nt just right click it and select "open link in new window".

That's shift+click in most browsers (including Internet Explorer).
