jsef, if the water isn't too deep, you can just make yourself a simple bathyscope. Grab a chunk of 4" PVC, and a small piece of clear plexiglass. Cut the plexi to fit the end of the pipe, so it sits on the outer edge, then silicone caulk it together and use some waterproof tape to make sure it holds. Stick the plexi end in the water and look through the open end. For shallow water, it's as good using a mask and snorkel, and you don't have to get wet. Once you find the phone, just use a pole net to scoop it up.
