23kPa is almost nothing.

1MPa = 10BAR
700Kpa = 100PSI(Roughly)
7BAR = 100PSI(Roughly)
10BAR/1MPa = 145PSI
23Kpa = Jack sh*t

That would be 2.3 mPa.
Again, .23 mPa isn't a lot (about 30 psi.)

i have considerd a blowgun, i have used one, the perfomance suffers as the flow rate is so small, there is about a 1:1 ratio

If you don't mind the effort, you can get yourself a mountain bike
shock pump relatively cheaply, it'll be low volume so pumping up might take a while (I suggest you use your compressor first then top up with the shock pump) but the performance increase for specific targets is more than worth the effort
