well, for 2" ammo you could try caulk tubes filled with whatever you want, or you could try pouring plaster or cement and making slugs. Sometimes you can find those plastic easter eggs that are about 2" in diameter. They look cool on impact when you fill them up with flour or corn starch.
Or if you have a slightly higher budget you can try making cannonballs(in the how-to thread)
